Agreed. St. Paul does some of its local votes as run-off and I was probably one of the few people who voted against it, because it's sounds like a good idea until you get into how it actually WORKS.

About the close voting affecting the results... it could be? But I'm glad I'm not alone in how I feel about the Hugos this year. :-)
